Authoring on a PC? Possible?

Thanks to everybody who made VRML a reality (no pun intended). Ok, now
that the credit is done, I would like to know if there are any programs
out there which I can run on my lowly PC to create VRML worlds. If so,
where may I get a hold of one of these beauties? Is there a 3ds (or any
pc modelling program for that matter) -> VRML converter available? If
these questions are in a a FAQ! somewhere, just let me know and I will
stop wasting bandwidth and find them there.
