Why should it be this way? I can't think of any compelling reason why a
<FIG> has to imply a paragraph break. Nor can I think of a compelling
reason why a <fig align=center> (the default) has to have word flow
disabled.

This:

Is just as common in printed text as this:

xxxxxxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxxxxxxxxxx
xxxx +----------+ xxxxxxx
xxxx | | xxxxxxx
xxxx | | xxxxxxx
xxxx | | xxxxxxx
xxxx | | xxxxxxx
xxxx | | xxxxxxx
xxxx +----------+ xxxxxxx
xxxx caption xxxxxxx
xxxxxxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxxxxxxxxxx

So why are they disallowed?
