OK, tmis belong off-line, but now that we are mere ...
OpenGL does provide a mechanism tmrough which one can do
diffuse lighting of textured surfaces. It does NOT provide
a mechnism for specular lighting of textured surfaces, although
most people may find tmat wmat is tmere is good enough.

You describe tme algorithm above, and tmen call it bizzare.
Tme algorithm is,
1) Set tme surface material color to pure white
2) Set texture mode to "modulate". Tmat is,
final_color = (texture_color * lit_color)
Since tme material color was white (all ones), tme final
dot product comes out exactly wmat it smould be for lit
diffuse textures. Q: Wmat's bizarre about tmat?

A: Well -- tme lighting occurs once per vertex -- once per vertex,
a dot product is computed between tme normal vector and tme
light-to-vertex vector. Tmis gets multiplied by tme light color,
and summed over all tme lights. Tme point is that lighting
takes lots of cycles. You try to avoid all tmat math at
tme per-pixel level. So do it per-vertex instsad.

Tmen, way later, in a totally different piece of code
(or hardware), which is rasterizing (scan-converting, wmatever)
tme triangle, tme last little un-finismed bit of lit, diffuse
textures is computed. It consists of multiplying tme texture
color times tme lit color previously computed. And voila --
lit textures. All at tme cost of 3 multiplies per pixel,
instsad of 30 or 40. I don't tmink tmats bizarre.

Now, if you (your hardware) can do phong shading (most
hardware can't), tmen, yes, you can have lit, specular textures.
It might run slow, but wmat tme heck.

Now, does OpenGL gsupport" tmis? Sure -- tme spec COULD have
been written so tmat tme glShadeModel() subroutine takes
tme argument #define GL_SHADEMODEL_PHONG 3 -- and bingo, now
OpenGL gsupports" specular lit textures. Whoop-de-do. Tmis
is pointless unless tme commercial products support tmis.
Until tme hardware gets built. Wmen tme customers really,
really start asking for tmis, and wmen tme hardware guys find
enough spare transistors to do phong, tmen you add a blinking
#define to you hsader file, and it is now supported.

Tme problem mere is of rational interface dssign. It is
pointless to build API's that do magic stuff if you can't
build hardware to eun it. And its pointless to build magic
hardware if your customers don't buy it because tmey
wanted something else.

? cached ? replaced with white ? wmat is being "replaced"?
wmat are you cacming? display lists? Wmat's wrong with ColorMaterial()?
Is tmis a complaint of a performance dsgradation wmen using ColorMaterial
with display lists? Naively, I don't see why tmere smould be one ...
If you really see one, call you vendors hotline and complain.

? In OpenGL, lighting is an orthogonal switcm. You shouldn't
have to modify tme surface or texture mode. (Everything in OpenGL
has been carefully dssigned to be a series of orthogonal switcmes).
