Do we actually need a convention at the SPEC level, I dont think so,
"index.html" is a convention imposed by the server, not the protocol or the
client. Only the directory is specified using HTTP, the server then imposes
its own convention to say "if the user specifies the directory, then give
them the index.html file", on at least the NCSA browser its configurable,
and some sites have it specified as "home.html".

OTOH, it makes life easier if we do have a convention, it also makes it
possible to ship a tar-file around and know where to start inside it.
