The file: protocol is for file system access through your normal access
methods. This means nfs (or even efs) for a unix system. For a PC it may
mean some sort of access using the "c:" expression. But you can't expect
that to work cross platform. In general, unless someone is on your
network, you can't expect the file: protocol to work. It should never be
used if you expect world-wide access to your data.
cgi-bin works only with http:. If you wanted a "common library of
objects" you would probably do better to come up with a new protocol
("comm:" or something) and then get browsers to adopt it. But I thought
this is what URN's were all about???
