Webspace for Windows 3.1 vs Windows 95

Here is what TGS says about Windows 95:

We do have our own version of OpenGL that runs under Windows 3.1,
and WebSpace will be running on top of it soon. This version will
also run under Windows 95 and will be used at least until Microsoft
makes OpenGL available for Windows 95.
