TOOLS: Info needed for paper on VR Web navigation

I picked VR Web navigation as a topic for an undergrad research paper,
coincidentally with the first tools for VRML about to become widely
available. Good timing? bad timing? I don't know yet. At the least it
may change some of my plans.

I'd like to know when, and from where, a (beta) browser can be obtained,
so that I can describe some of the feel of using such a tool, rather
than just supposing. My deadline is fairly close, so I need to know
soon if I will, or likely will not be able to get my hand on one, in
the next week or so.

Also, I've seen a lot about browsers, but not much about authoring
tools, so far. What are the tools which have been used to create the
few demo VRML files to which I've seen links.

Thanks for the time.
