The recommendation is that where ever a filename goes, there goes a URL.
That's the way it's being implemented (I think).

It wasn't. We're leaving that up to the browser implementors, for the
moment. Baseline should be (gasp!) GIF & XBM/XPM/PPM, and for those so
inclined, JPEG would be implemented. If you use the pbmtools, you'd get all
of these plus others...
