I think the penalty they are referring to is the extra cycles involved in
first compressing it in the software, then having the hardware try and
duplicate your efforts. You can just save the cycles by sending it off
to the hardware and letting it do the compression. Since one of the main
reasons for doing compression (I believe?) is modems, why would you want
to design something which will have the most impact on them? (well, a
subset of them)
