SPEC clarification WWWInline & WWWAnchor

Perhaps this was clear to everyone else, but I like things obvious. Based
on the opinions expressed in this list and some mail from Gavin Bell, the
spec should make these clear.
Files pointed to by WWWInline should have headers.
WWWAnchor is a subclass of Separator. (as opposed to group)
