SPEC: WWWInline'd files have headers?

Should a file that is inlined have the VRML heading? i.e.

#VRML V1.0 ascii

or not?

Pro header - it makes files easy to identify.

P.S. a concensus of 1 says that WWWAnchor is a separator and not a group,
