The HTTP documentation has nothing to do with it. Try the URL spec
(RFC 1738) or the WWW URI spec (RFC 1630).
The answer is that the escape is case-insensitive, with either
uppercase or lowercase allowed. This is consistant with the behavior
of most hex-reading/writing functions.
