I did my research and there is the following tools already available:
rdjpgcom -- read jpeg comments
wrjpgcom -- write jpeg comments
The are part of the JPEG v5 library distribution. Which is available
on many fine servers including:
ftp://ftp.uu.net/graphics/jpeg/jpegsrc.v5.tar.Z
