It is, indeed, one major version behind the Mac and MS-Windows versions.

In an ideal world, yes, getting a Web browser would effectively mean getting an
O/S extension so all your applications can now read HTML and follow the links,
etc. Adding PDF capability would be a similar process. I'm not sure it was even
that simple on the NeXT, which I believe came closest.
