Browser types and HTML variations

As I sit here looking at the Netscape HTML enhancements (and think
about the enhancements that other browsers will add, standardized
or not) it seems clear to me that there needs to be a way for my
server and scripts to know not just the type of the browser, but
also the type of HTML it supports (and with what extensions). In
addition there is now a need (that I'm sure will grow) for an
indication of what type of inline formats are supported (Netscape
adds JPEG (a blessing for modem connections), but structured graphics,
structured text and postscript can't be far behind).

Are there any proposals to this effect? And where should I be
looking?

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
