And if users invoke this functionality with documents that are
invalid according to the DTD, his browser should complain even
while it complies.
In other words, valid documents must be parseable, even if some
valid documents don't parse according to the DTD in the spec.
Even better would be to set up a regular review cycle so that
extensions to the spec's DTD can be folded into it as they
prove useful.
