I quite agreee (see below) - this is a problem area - for examples of documents which include substantial included graphics images, see
the output of the Latex to HTML converter program by Nikos Drakos - not
only does it successfully show the more complex Latex formatting, for
example for mathematics, but it also has
a set of iconic images, which are included for navigation, and to mark
footnotes and references.

Documents with these features require considerable extra support, although in
particular case there would be no need to print from the HTML, as the
orignal text versions could be made available.
