Formatting Options in HTML?

Hmmm... I'm looking, and I don't see HTML tags for some simple markup
features like, for example, <CENTER> or <FLUSHRIGHT>

Now this may be because HTML is, as a subset of SGML, not supposed to be so
specific about formatting. But to create aesthetically pleasing documents,
one needs a little more than flush-left/ragged right text! It seems that
center and flush right (and maybe even justified) could all be interpreted
by any client to fit the appropriate display size, and it'd make for a
little variety in HTML docs as well...

Also, I'm sure it's there, but I haven't run into it -- is there a
canonical list of HTML tags? That isn't the DTD but something more
friendly to look at?
