Yes ... you have hit the nail on the head. A WWW document does not have
physical attributes and it needs the extra information you are proposing,
pretty much like the front page.

You cannot flick through the pages as with a physical object. In fact
the TITLE/TITLE tag may only be the equivalent of a section, paragraph or
single footnote in a printed text. Certainly a file name (unlike
applications, etc) are not sufficient.

This discussion is not meant to pre-empt other work on URCs and IAFAs (if
still operating), catalogues and the like but to contribute to better
document access through identifying it adequately.

Keep me informed of what you decide.
