If this is to be done, it can well be done in a separate document conforming
to its own DTD; that's the approach Synex/SoftQuad has taken with Panorama.
The Synex DTD
-//Synex Information AB//DTD Panorama demo 1.0//EN
would be an obvious candidate, as it will be distributed widely. If highlights
are done that way, the HTML doc need do no more than point at the doc with
the highlight info in it; perhaps via a META tag.
