Error(?) in HTML 3 DTD

I checked out the HTML 3 DTD identified as follows:

html3.dtd

Document Type Definition for the HyperText Markup Language (HTML DTD)

Draft: Mon 21-Nov-94 10:53:38

Author: Dave Ragget <[email protected]>

And noticed the following declaration:

<!ENTITY % special "TAB | MATH | A | IMG | BR | FN">

The problem I found is that the element "FN" is not defined anywhere.
Am I missing something?
