I recently completed the first phase of a Remote Proposal Submission
system implemented on WWW. It's very much based on forms entry, but
the major problem was to get decent layout. After much experimentation,
the chosen solution was to parse the LaTeX from the paper-based version
to get field coordinates to translate into HTML preformat mode..
